The catacombs were created from a network of underground quarries that were previously used to mine gypsum and limestone. These materials are very useful and are utilized as building components. 

With their seemingly never-ending network of tunnels, underground location, and the sheer amount of space they provided, they seemed to be an ideal space to store the millions of bony remains that the city badly needed a resting place for.
