In the 19th century, the United Kingdom faced an unprecedented situation of drunken men loitering around the whole country. Mostly these men were cattle drovers, which made it more important for them to be sober while working.
Hence, the License Act of 1872 was passed that forbade herding of cattle when drunk. This would ensure that cattle could be safely moved from one place to another.
